2002 Work Plan of the Resident Coordinator's Office
Sustaining and increasing the levels of collaboration among UN
agencies as well as with partners in the government and civil society
is the overaching goal of the UN Resident Coordinator's Office's
Work Plan for 2002.
The past year has seen a substantial increase in such collaborative
work, yet tremendous challenges remain-and new ones have arisen,
even, in light of recent,dramatic developments both in the world
and in the country, especially in Mindanao
Priorities for 2002
Among the priorities of the UNCT for this year are:
- Completion of the MDG report and initiation of the CCA exercise,
with gender- and rights-based approaches main-streamed through
capacity-development approaches for UNCT and partners;
- Stabilisation of institutional arrangements for and expansion
of the joint programme for peace and development in Southern Philippines;
- Enhancement of the UNCT capacity for disaster mitigation and
response;
- Major review of common premises, participation in the pilot
common services exercise, and upgrading of security services;
- UNCT participation in the March 11-12 consultative group meeting.
UNDAF Mid-term Review
By the first quarter of 2002, a Joint Midterm Review Report of
UNDAF is targeted for completion
It is hoped that with the mid-term review, the UNCT and the government
will be able to assess the responsiveness of the UNDAF in addressing
development issues in the country. It is further hoped that the
review will provide policy direction for the remaining years before
the next UNDAF and harmonisation in 2005.
MDG Progress Report
Monitoring of the progress toward attaining the MDG is to go full
swing through, primarily:
- workshops with government, civil society, donor agencies and
the UN on MDGs;
- the setting up of monitoring and evaluation systems on progress
attained with MDGs; and
- the launch and dissemination of an MDG Report and advocacy campaign
for Financing of MDGs—with LGUs and legislators as targets.
CCA internalisation
This year, the UN system should fully internalise the Common Country
Assessment (CCA) process, integrating the government, civil society
and other partners into such process. The preparation, data collection
and assessment, and analysis of the national situation for the CCA
is also sought to be done by the middle of 2003.
Among the actions and initiatives planned in this regard are:
continuing meetings of the CCA Theme Groups and Steering Committees;
a review of the MDG Report and other assessment documents; the installation
and maintenance of common database and the utilization of development
information by all UNCT Focal Points; and finally, workshops and
meetings with the government, NGOs and other stakeholders. |
